Professional Background

Weiyong,Chen graduated from the Law School of Renmin University of China in 1987 with a bachelor's degree in law, and then studied finance at the Chinese Academy of Social Sciences. He was admitted to the Chinese bar in 1989, and was qualified as a securities lawyer in 2000. Mr. Chen joined the Beijing Municipal Planning Commission in 1987 and later served as deputy director of the Legal Department; he started practicing as a lawyer in 1997, and now he is the senior partner, a member of the management committee and the director of Urumqi Branch.
Mr. Chen was selected into the database of 1000 foreign-related lawyers of the Ministry of Justice, and has served as a member of the Securities Law Committee of Beijing Lawyers Association, a distinguished expert of National Association of Financial Market Institutional Investors, a committee member of filing and inspection center in China Credit Assets Registry&Exchange Co.,Ltd, an adjunct professor of Beihang University Law School, an external independent member of China Development Bank, an independent director of Wuqiao Heavy Industry Group Co., an independent director of Tang shan Guoliang Refractory Co.,Ltd., and the secretary-general of the Association pour le Développement des échanges France-Chine.   • Acting as an attorney on the Supreme Court's retrial protest case of the construction contract dispute between Yingkou Economic and Technological Development Zone Jincheng Technology & Trade Co., Ltd. and Dalian Zhongyi Construction Group Co., Ltd.: the first instance of this dispute occurred in 2002, and during 18 years, the requests of Yingkou Jincheng Company to Bayuquan Court, Yingkou Intermediate People's Court and Liaoning High People’s Court for the first-instance, second-instance and retrial were not supported. Under this circumstance,  Chen represented Yingkou Jincheng Company to participate in the retrial protest stage of the case, and provided professional legal research and services for Yingkou Jincheng Company from the aspects of sorting out the evidence and summarizing the reasons for the protest. Finally, he won the winning judgment of the Supreme Court and won the rights for the clients.        
  • Acting for the equity transfer disputes between China Development Fund Co., Ltd. and Hulunbeier North Pharmaceutical Co., Ltd.: As the attorney of China Development Fund, Chen and his team participated in all stages of the first-instance, second-instance, retrial and execute program of the case, provided legal services for financial institutions in the whole process of litigation cases, and won legal rights for financial institutions.        
  • Acting as an attorney on a case of financial loan contract dispute between China Development Bank and Hulunbeier North Pharmaceutical Co., Ltd.: This dispute involves bank liquidity loans and medium-and long-term loan projects, and belongs to a series of cases, with a target amount of more than 1.1 billion yuan. As the attorney of China Development Bank, Chen's and team finally reached a mediation agreement with the defendants to push the case into the execution stage as soon as possible, saving time and cost for clients        
  • Acting for Beijing Municipal Commissioin of Planning and Natural Resources to participate in administrative reconsideration and administrative litigation cases: Chen has provided perennial legal advisory services for Beijing Municipal Commissioin of Planning and Natural Resources and its predecessor, Beijing Municipal Commission of Urban Planning and Land Resources Management Commission, for more than 20 years. During the legal advisory service, Chen has represented Beijing Municipal Commissioin of Planning and Natural Resources and its predecessor to participate in more than a thousand administrative reconsideration and administrative litigation cases, and has rich experience in resolving disputes in administrative law.
